how I can make rose diagram only for 0-90 degree quadrant, which 90 axis must show down. for GMT 4.5.7 version. (for dipping angles histogram)

The current options for rose include half circle and full circle plots. You could submit a feature request for support for quarter circle rose diagrams (instructions for submitting a feature request are here).
P.s. We recommend using the latest version of GMT (currently 6.3) because each release includes numerous bug fixes, features, and enhancements.
