Can the offset in depth and line distance be directly set in GMT? It seems that I haven’t found this function.

You can pass longitude and latitude values for plotting besides the longitude and latitude of the epicenter. The -A flag allows you to style the connecting line and the small circle; for details, please see https://docs.generic-mapping-tools.org/dev/supplements/seis/meca.html#a.
